Affected owners or other persons shall comply with the provisions of this article as expeditiously as possible but in no case later than: 1. January 1, 2005, in the Northern Virginia VOC Emissions Control Area; or 2. January 1, 2008, in the Fredericksburg VOC Emissions Control Area.
