Reasonable effort to place a child without adoption support includes a child: (1) Registered for three months with the Washington adoption resource exchange (WARE) without finding an adoptive family; (2) For whom a documented, agency search was conducted by the placing agency for three months, without finding a family who would adopt the child without adoption support services; or (3) For whom the placing agency's selected prospective adoptive family is unable to adopt the child without assistance from the adoption support program.
