Explosives must not be handled by anyone under the influence of: (1) Alcohol; (2) Narcotics; (3) Prescription drugs and/or narcotics that endanger the worker or others; (4) Other dangerous drugs. Note: This chapter does not apply to persons taking prescription drugs and/or narcotics as directed by a physician provided their use will not endanger the blaster, workers, or any other people.
