DSHS will deny payment to the home care agency for services provided to a department client by an agency provider that it employs who: (1) Does not meet the qualifications in WAC 388-71-0510 ; or (2) Is a family member of the client served, except as provided by RCW 74.39A.326 or 50B.04.070 .
