Chapter 11 and other International Building Code requirements for barrier-free access, including ICC A117.1-2017 and Appendix E, are adopted pursuant to chapters 70.92 and 19.27 RCW. Pursuant to RCW 19.27.040 , Chapter 11 and requirements affecting barrier-free access shall not be amended by local governments.
