(1) Only service vehicles are permitted on pedestrian malls at times of very light pedestrian traffic. (2) Vehicles on clear emergency business with warning equipment operating are an exception to the provisions of this paragraph. Examples: Fire trucks, ambulances, police cars, and equipment for emergency repair.
