Effluent limitations representing the degree of effluent reduction attainable by the application of the best available technology economically achievable. (1) Any plant, including noncontinuous direct dischargers, which casts primarily malleable iron where metal poured is equal to or less than 3,557 tons per year or casts primarily steel, shall achieve the copper, lead, zinc, and total phenols effluent limitations contained in s. NR 256.32 . Grinding scrubber operations may not discharge process wastewater pollutants to waters of the state. (2) Except as provided in 40 CFR 125.30 to 125.32 , any plant, including noncontinuous direct dischargers, which casts primarily malleable iron where metal poured is greater than 3,557 tons per year or casts primarily ductile or gray iron shall achieve the following BAT effluent limitations. Grinding scrubber operations may not discharge process wastewater pollutants to waters of the state.
