If the waste streams subject to this subchapter are combined for treatment or discharge with waste streams subject to the primary electrolytic copper refining subchapter or the metallurgical acid plant subchapter, the quantity of each pollutant or pollutant property discharged may not exceed the quantity of each pollutant or pollutant property which could be discharged if each waste stream was discharged separately.
