Determination of project eligibility. (1) Within 60 calendar days of application receipt, the department shall notify the applicant in writing of its determination of eligibility. (2) When funds are available, eligible applicants shall receive a grant award specifying terms of the award. (3) Incomplete applications shall be designated as ineligible. (4) Ineligible applicants may submit a new application.
