Applicability; purpose. (1) Applicability. This chapter applies to all air contaminant sources and to their owners and operators. For sources subject to an emission standard under 40 CFR parts 60 to 63 , the applicable requirements of 40 CFR parts 60 to 63 apply in addition to the requirements of this chapter. In the case of a conflict between applicable provisions under 40 CFR parts 60 to 63 and provisions of this chapter, the provisions under 40 CFR parts 60 to 63 shall apply. (2) Purpose. This chapter is adopted under ss. 285.11 , 285.13 , 285.17 , 285.19 , and 285.65 , Stats., to establish general reporting, recordkeeping, testing, inspection and determination of compliance requirements for all air contaminant sources. Individual chapters of chs. NR 400 to 499 , permits or orders may contain additional requirements.
