Safety certification program. Safety certification program. The department shall establish a program of instruction on all-terrain vehicle laws, regulations, safety and related subjects. The program shall include the following: (1) The program may be conducted by instructors certified by the department or the department may establish a correspondence-type course. (2) The department shall procure liability insurance coverage for certified instructors for work within the scope of their duties under this section.
