A facility owner or operator who has fully complied with the requirements for an interim license, as defined in s. 291.25 , Stats., and s. NR 670.070 , shall comply with ch. NR 665 in lieu of this chapter, until final administrative disposition of the owner or operator’s operating license application is made, except as provided under subch. S .
