Prohibitions. Prohibitions. A small quantity handler of universal waste is prohibited from doing any of the following: (1) Disposing of universal waste. (2) Diluting or treating universal waste, except by responding to releases as provided in s. NR 673.17 , or by managing specific wastes as provided in s. NR 673.13 .
