The sponsor conducting a sanctioned race or derby when on the frozen surfaces of public waters shall: (1) Make provisions to keep spectators from within 100 feet of a race or derby. (2) Give prior notice of the race or derby to the local conservation warden or law enforcement agency having jurisdiction.
