Purpose and scope. (1) The purpose of this chapter is to establish the department’s administrative interpretation of ss. 342.06 (1) (b) , (f) and (g) and 342.30 (1g) , Stats., relating to persons authorized to perform the inspection of a vehicle identification number prior to the registration of a motor vehicle last titled or registered in another jurisdiction. (2) Applicability. This chapter applies to any person seeking to obtain title or registration for a motor vehicle that was last previously titled or registered in another jurisdiction.
