How the certification of a vehicle identification number inspection is performed. (1) The certification shall be provided on the form prescribed by the department as an application for title or registration. (2) The vehicle identification number on the vehicle shall be viewed directly by the person certifying the inspection of the identification number. (3) The vehicle identification number on the vehicle shall be legibly entered on the application form by the person certifying the inspection of the identification number. (4) The vehicle identification number on the vehicle shall be compared to the identification number shown on the certificate of title for the vehicle.
