Code of St. R. 114-97 – External Review of Issuers’ Adverse Health Insurance Determinations This Informational Letter is intended to supplement Informational Letter 190 issued by the Offices of the West Virginia Insurance Commissioner (“OIC”) in October 2014. The OIC has received a letter from the federal Department of Health and Human Services confirming that West Virginia’s external review process of health plan issuers, as set forth in W. Va. Code of St. R. 114-97, meets the parallel process standards of the National Association of Insurance Commissioners and is in compliance with federal guidelines.
