Ch. 4, § 2. Purpose and Applicability

(a) This Chapter shall apply to all contested cases involving Medicaid in accordance with Medicaid rules, except as otherwise specified in the Department's Medicaid rules. (b) The Department may issue manuals and bulletins to interpret this Chapter. The provisions contained in manuals or bulletins shall be subordinate to this Chapter.
