Working capital interest is patient-related financing other than permanent financing. (a) Interest on a working capital loan is an allowable cost only if the loan was incurred to provide patient-related services. (b) Interest on a working capital loan must not exceed the actual reported interest less any investment income revenue. (c) Interest on a working capital loan must be reported as an operating cost.
