The local registrar may issue a burial-transit permit prior to the filing of a death or stillbirth certificate if the following conditions are met: (a) The attending physician is contacted and assurance is received that the death was from natural causes and that the physician will certify to the cause of death; or (b) If the case is within the local health officer's or the coroner's jurisdiction, that official is contacted and permission is received for the intended disposition of the body.
