Box 698 Cullman, Alabama 35055 Cullman County - County Commission Cullman County Officers whose salaries are set by 1978 Act No. 614 may receive additional expense allowances. Dear Mr. Shedd: Reference is made to your request for an opinion from the Attorney General as to whether various Cullman County officers are entitled to receive expense allowances provided by local acts in addition to the salaries provided in Act No. 614, Acts of Alabama, 1978, page 872. Act No. 614 states that the officers of Cullman County listed therein shall receive the annual salaries provided therein "in lieu of all other compensation." This office has concluded in the past that the compensation of an officer or employee does not include expense allowances in that compensa- tion consists of salaries, fees and emoluments and not reim- bursement or an allowance for expenses. Therefore, the pro- vision in Act No. 614 stating that the officers listed therein are to receive the salaries provided in the act in lieu of all other compensation would not prohibit those officers from receiving expense allowances given them by local acts.
