Re: Teacher Testing
Dear Representative Wood:
This is in response to your request for an official
opinion on the following questions:
If a teacher's certificate expires prior to June 1,
1987, and the teacher has not taken the competency test
by this time, what happens? Will the teacher be
granted a temporary certificate which will expire June
1, 1987?
Act 76 of 1983, Section 2(e) provides that any teacher
or administrator who has not satisfactorily completed the
test required by Section 2(a), the basic skills test, shall
not be eligible for recertification at the expiration of the
certificate held by the teacher or administrator on January
1, 1985. Section 2(e) goes on to state that no renewal of -
certification shall be issued after June 1, 1985, fora
teacher who has not complied with Act 76. Therefore, a
teacher who does not take the test as provided in Section
2(a) of Act 76 of 1983 will not be eligible for recertification
after June 1, 1985.
The issuance of a temporary certificate which will
expire June 1, 1987 is only for those teachers whose certification
expires between June 1, 1985, and June 1, 1987, and who have
not successfully completed the test required by Section 2 (a)
of Act 76. The teacher who does not take the test, as
opposed to the teacher who takes the test and fails, is not
entitled to the temporary certificate referred to in Section
2{e).
