SUBMISSION GUIDE MODIFICATION
NOTICE OF PUBLIC COMMENT
Please find available via electronic publication by the Arkansas Insurance Department (“AID”),
a revised version of the Data Submission Guide (“DSG”) for the Arkansas Healthcare
Transparency Initiative (“Transparency Initiative”) at www.insurance.arkansas.gov and
www.arkansasapcd.net.
AID is providing for public comment a proposed revision to the DSG for the Transparency
Initiative. Proposed revisions to the DSG include the addition of:
• A process for claims versioning.
• New fields for medical, pharmacy, and dental claims.
• An expanded “Frequently Asked Questions” section.
• More examples to better illustrate required data structures and processes.
Material revisions of the DSG are governed by AID Rule 100, promulgated pursuant to the
authority granted in Ark. Code Ann. § 23-61-901, et seq. and other applicable laws or rules.
Pursuant to AID Rule 100, Section 7B, notice is hereby given that public comment will be
accepted for 30 days on material revisions to the DSG beginning August 29, 2016. AID and the
Arkansas Center for Health Improvement, the administrator of the Transparency Initiative’s allpayer claims database, will review comments with the Transparency Initiative’s Board and the
Commissioner prior to issuing a revised DSG.
AID has posted a final revised version of the DSG at www.insurance.arkansas.gov. A final
revised DSG is also available at www.arkansasapcd.net. The revised DSG will be effective for
data files to be submitted not less than 120 days after the posting of the final revised version of
the DSG on the AID website.
All interested persons are encouraged to make comments, statements or opinions to AID and/or
