O4.11114.1O * * 4 Bulletin # 8-2025 June 9, 2025 Alan McClain COMMISSIONER, ARKANSAS INSURANCE DEPARTMENT TO: All Health Insurers, Health Maintenance Organizations ("HMOs"), Hospital and Medical Services Corporations, Self-funded Employer Health Plans, Pharmacy Benefit Managers ("PBMs"), and other interested organizations or persons RE: Extension of Rule 128 Data-Reporting Deadline - Plan Year 2026 The Arkansas Insurance Commissioner ("Commissioner") issues this Bulletin to extend the reporting deadline under Arkansas Insurance Department ("AID") Bulletin 18-2024. The data reporting period for "plan year 2026" is January 1, 2025, to July 1, 2025. The current deadline to submit that data to AID also falls on July 1, 2025. Because the reporting period closes the same day the report is due, AID recognizes health plans and PBMs cannot compile and submit complete data by July 1. Accordingly, the Commissioner extends the "plan year 2026" deadline to July 31, 2025. AID will review each submission for compliance. If a report is found to be deficient or incomplete, AID will notify the submitter of the specific deficiency and allow ten (10) business days from the date of notification to correct and resubmit.
