23 CAR § 373-301. Generally

(a) A claimant may appeal the decision of the commissioners of the Office of the Arkansas Lottery to the Arkansas State Claims Commission, pursuant to Arkansas Code §§ 23-115-208 and 25-44-201. (b) The claimant may: (1) Within forty (40) days after the decision is rendered, file with the Arkansas State Claims Commission a notice of appeal of the decision of the office; (2) Within forty (40) days after the decision is rendered, file with the office a motion for reconsideration requesting the office to reconsider its decision; and (3) Within twenty (20) days after the office’s reconsideration or denial of the motion for reconsideration, file with the Arkansas State Claims Commission a notice of appeal of the decision of the office.
