Box 816 Hartford, CT 06142-0816 Affirmative Action/Equal Employment Opportunity Employer BULLETIN IC-44 JUNE 8, 2021 (Replaces Bulletin IC-38 dated July 21, 2017) TO: ALL PROPERTY & CASUALTY INSURERS ADMITTED TO WRITE OR WRITING THE FOLLOWING ANNUAL STATEMENT BLANK LINE COVERAGES: COMMERCIAL FIRE AND ALLIED LINES, COMMERCIAL MULTIPLE PERIL, OCEAN MARINE, INLAND MARINE, OTHER LIABILITY, PRODUCTS LIABILITY AND BOILER AND MACHINERY RE: TERRORISM RISK INSURANCE DATA CALL ________________________________________________________________________ The purpose of this Bulletin is to inform you that the Connecticut Insurance Department (the “Department”) has agreed to participate in a consolidated approach designed to permit insurers subject to the U.S. Treasury and insurance regulators from all states, the District of Columbia and U.S. Territories (collectively, the “States”) to respond to an annual Terrorism Risk Insurance Data call (the “Data Call”) by submitting the same information to the U.S. Treasury and the States. The Data Call will allow States to collect information related to terrorism risk insurance from insurers using the Joint Reporting Templates to allow state insurance regulators to monitor the affordability and availability of insurance coverage for acts of terrorism and assess insurers’ financial exposure to terrorism risk, among other objectives. The New York State Department of Financial Services will serve as the single point of collection through its portal (the “NY Portal”), for the Data Call on behalf of the States. In lieu of an individual data call from Connecticut, the Department requests under Connecticut General Statutes sections 38a-14 and 38a-16, each insurer submit its data directly to the NY Portal using the Joint Reporting Templates where it will be provided to the NAIC for aggregation and analysis. All insurers who wrote commercial property/casualty policies in the lines of business subject to the Terrorism Risk Insurance Program are required to submit information for the Data Call. For additional information regarding the data that is to be submitted, applicable exemptions, and instructions on how to access the NY Portal and the U.S. Treasury, including use of the Joint Reporting Templates, you may access the Terrorism Insurance Risk Data Call section of the NAIC website: Terrorism Risk Insurance Data Call (naic.org). -2- This information shall be provided and received confidentially pursuant to Connecticut General Statutes section 38a-14.
