The Department may issue orders, including cease and desist orders, under Section
16-9 of the General Statutes of Connecticut, and the Department may impose civil penalties
under Section 16-41 of the General Statutes of Connecticut, to enforce the provisions
of Section 16-8a of the General Statutes of Connecticut, as amended by Public Act
No. 91-247.
