4900 JUDICIAL REVIEW ─ APPEALS 4900.1 Any person aggrieved by a final order or decision of the Department may seek judicial review in accordance with the District of Columbia Administrative Procedure Act, approved October 21, 1968 (82 Stat. 1204; D.C.
