902 JUDICIAL REVIEW ─ APPEALS 902.1 Any person aggrieved by a final order or decision of the Department may seek judicial review in accordance with § 4902(b) of the Department of Health Functions Clarification Act of 2001, effective October 3, 2001 (D.C.
