7810 REQUESTING CASE MANAGEMENT SERVICES 7810.1 No FRSP participant is entitled to receive case management services. An FRSP applicant may request to receive case management services when they submit their FRSP application. The FRSP applicant must indicate their request to receive case management services on the FRSP application form described in § 7801.1. If the applicant orally requests case management during the FRSP application process, the Referring Provider must record the request to receive case management services on the application form. 7810.2 An FRSP participant who has not requested to receive case management services will not receive the case management services described in § 7809. 7810.3 DHS cannot evaluate an FRSP participant’s good-faith efforts toward the achievement of goals set forth in an individualized plan if the participant did not request, or opts out of, case management services. Accordingly, an FRSP participant who has not requested case management services, or who has opted out of case management services, will not be eligible for an extension of the twelve (12)-month FRSP assistance period. 7810.4 An FRSP participant who has not requested to receive, or has opted out of, case management services may request emergency inspections, reasonable accommodations, and relocations by contacting their Service Provider. 7810.5 An FRSP participant who has requested and been approved to receive case management services must continue to engage with their case manager as required under this chapter and as described in their Service Provider’s Program Rules. A participant’s failure to meet case management engagement requirements may lead to termination of the participant’s FRSP assistance, including rental assistance, under Section 22(a)(2)(G) of the Act (D.C. Official Code § 4-754.36(a)(2)(G)). 7810.6 An FRSP participant who does not request to receive, or opts out of, case management services must continue to comply with TANF requirements, if applicable, as described in § 7809.9.
