PUBLIC HEARING ON THE COMMISSIONER’S PROPOSED ADOPTION OF
AN EXPORT LIST
March 3, 2026
The Delaware Insurance Commissioner issues this Bulletin to provide notice of a Public
Hearing to be held on Thursday, March 19, 2026, from 1:00 p.m. to 2:00 p.m., at the Delaware
Department of Insurance, 1351 West North Street, Suite 101, Dover, Delaware 19904. The purpose of
the hearing is to receive public comment on the proposed adoption of the Export List set forth below,
which identifies classes of insurance risks that may be exported directly to eligible surplus lines
insurers without first requiring a diligent effort to obtain coverage from authorized insurers. Once
adopted, the final Export List will be published on the Department’s website at
insurance.delaware.gov.
As required by 18 Del. C. § 1915, notice of the hearing was published in the Wilmington News
Journal on February 26 and 27, 2026, and in the Delaware State News on February 25 and 27, 2026.
