This Bulletin notifies all health insurance carriers in Delaware that the Governor signed House Bill
No. 15, with House Amendment No. 1, of the 152nd General Assembly (“the Act”) on March 21, 2024.
The Act amends 18 Del. C. § 3338 and 18 Del. C. § 3555 to include coverage for annual screening tests
for ovarian cancer and further expands the scope of monitoring tests available to women following
treatment for ovarian cancer.
The Act covers all group, blanket, and individual health insurance policies (except accident-only,
specified disease, hospital indemnity, Medicare supplement, long-term care, disability income, or other
limited benefit health insurance policies).
After December 31, 2024, all policies, contracts, or certificates issued, renewed, modified,
altered, amended, or reissued must incorporate coverage as provided for in the Act on terms at least as
favorable as those for mammogram screenings. Accordingly, the Department expects all filings for Plan
Year 2025 to include such coverage and requests that carriers inform consumers of the availability of this
coverage.
