2 The Acting Regional Director reported that in this election , ballots with instructions
for return mailing not later than December 23, 1941, were mailed to 4 employees , the only
employees in the three units who were in military service.
Although their ballots had not
been returned on December 26, 1941, when the count was made, they cannot affect the
result of the election.
The results of the elections show that in the unit of masters,
licensed mates, and pilots no collective bargaining representative has
been selected by a majority of the Company's employees.
We shall,
therefore, dismiss the petition of National Organization Masters,
Mates & Pilots of America, Local No. 25, affiliated with the American
Federation of Labor, for investigation and certification of representa-
tives of the Company's employees in that unit and certify the repre-
sentatives respectively designated by the majorities of the Company's
employees in each of the other two units.
