The performance measure for the purpose of carrying out the CMAQ Program and for State DOTs to use to assess on-road mobile source emissions is “Total Emissions Reduction,” which is the 2-year and 4-year cumulative reported emission reductions, for all projects funded by CMAQ funds, of each criteria pollutant and applicable precursors (PM 2.5 , PM 10 , CO, VOC, and NOx) under the CMAQ program for which the area is designated nonattainment or maintenance.
