TEXT OF RESOLUTION OF ADIVCE AND CONSENT TO RATIFICATION AS REPORTED AND APPROVED BY THE SENATE: Resolved, (two-thirds of the Senators present concurring therein), That the Senate advise and consent to the ratification of the Convention on the Marking of Plastic Explosives for the Purpose of Detection, with Technical Annex, done at Montreal on March 1, 1991, subject to the following declaration: Pursuant to paragraph 2 of Article XIII of the Convention, the Government of the United States of America declares that it is a producer state.
