Funds appropriated by this Act may not be made available, directly or for the United States proportionate share of programs funded under the heading “International Organizations and Programs”, for assistance to be provided inside Afghanistan if that assistance would be provided through the Soviet-controlled government of Afghanistan. This section shall not be construed as limiting the United States contributions to international organizations for humanitarian assistance.
