SEC. 136. RECONNAISSANCE AIRCRAFT PROGRAMS The Secretary of Defense shall terminate the SR–71 reconnaissance aircraft program and the classified airborne reconnaissance program as discussed in the classified annex to the joint statement of managers to accompany the conference report on H.R. 2461 of the One Hundred First Congress.
