STATUTORY CONSTRUCTION

SEC. 137. STATUTORY CONSTRUCTION A provision of law enacted after the date of the enactment of this Act may not be construed as modifying or superseding any provision of any of sections 131 through 136 unless that provision specifically refers to such section and specifically states that such provision of law modifies or supersedes such section.
