SEC. 207. REPORT ON CONTROL OF EXOTIC SPECIES, (a) In General.—Not later than 6 months after the date of enactment of this Act, the Secretary of Transportation shall submit to the Congress a report on the options available to control the infestation of the waters of the United States, including the Great Lakes, by exotic species from the ballast water of vessels operating on the waters of the United States. In preparing this report, the Secretary shall consult with the Secretary of the Interior, the Secretary of Commerce, the Great Lakes Fishery Commission, and other appropriate parties. (b) Exotic Species Defined.—In this section “exotic species” means nonnative fish, mollusks, crustaceans, zooplankton, and other aquatic organisms, other than sea lampreys.
