SEC. 208. LAW ENFORCEMENT SURVEILLANCE. Not later than 6 months after the date of the enactment of this Act, the Secretary of Transportation shall— (1) submit a report to the Congress that identifies— (A) the needs for outfitting existing Coast Guard aircraft with surveillance and reconnaissance equipment to assist in the conduct of law enforcement activities; and (B) the cost of that equipment; and (2) in cooperation with the Secretary of Defense, establish and submit to the Congress a plan for closing existing gaps in radar coverage along the coastline of the United States on the Gulf of Mexico and the coastline of the southeastern United States on the Atlantic Ocean.
