VESSEL TRAFFIC SERVICE RESTORATION.

SEC. 219. VESSEL TRAFFIC SERVICE RESTORATION. The Secretary of the department in which the Coast Guard is operating shall reestablish a vessel traffic service on the Lower Mississippi River in New Orleans, and shall continue operation of the New York Harbor area and other existing vessel traffic service systems.
