transfer authoritySec. 9001. (a) Funds appropriated by this title in this Act under the headings “Global Health Programs”, “International Disaster Assistance”, and “Economic Support Fund” may be transferred to, and merged with, funds appropriated by this title under such headings and under the headings “International Narcotics Control and Law Enforcement”, “Nonproliferation, Anti-terrorism, Demining and Related Programs”, and “Peacekeeping Operations” in this Act to carry out the purposes of this title: Provided, That the Secretary of State and the Administrator of the United States Agency for International Development (USAID), as appropriate, shall consult with the Committees on Appropriations prior to exercising the transfer authority provided by this subsection.(b) Of the funds appropriated by this title under the heading “Diplomatic and Consular Programs”, up to $1,000,000 may be transferred to, and merged with, funds appropriated under the heading “Repatriation Loans Program Account” in Acts making appropriations for the Department of State, foreign operations, and related programs for the cost of direct loans, which may remain available until expended: Provided, That such costs, including cost of modifying such loans, shall be defined in section 502 of the Congressional Budget Act of 1974: Provided further, That such funds are available to subsidize an additional amount of gross obligations for the principal amount of direct loans not to exceed $1,899,335.(c) Of the funds appropriated by this title under the heading “Global Health Programs”, up to $50,000,000 may be transferred to, and merged with, funds appropriated under the heading “International Organizations and Programs” to prevent, prepare for, and respond to the Ebola virus disease outbreak.(d) Of the funds appropriated by this title under the heading “International Disaster Assistance”, up to $35,300,000 may be transferred to, and merged with, funds appropriated under the headings “International Organizations and Programs” and “Contributions to International Organizations” to prevent, prepare for, and respond to the Ebola virus disease outbreak: Provided, That no such funds that are made available for a United States contribution to the United Nations Mission for Ebola Emergency Response may be obligated until the Secretary of State reports to the Committees on Appropriations that an assessment for such mission has been received and reviewed by the Department of State.(e) The transfer authorities of this section are in addition to any other transfer authority provided by law.(f) No funds shall be transferred pursuant to this section unless at least 15 days prior to making such transfer the Secretary of State or USAID Administrator, as appropriate, notifies the Committees on Appropriations in writing of the details of any such transfer.(g) Upon a determination that all or part of the funds transferred pursuant to the authorities of this section are not necessary for such purposes, such amounts may be transferred back to such 128 STAT. 2695 headings: Provided, That any transfer pursuant to this subsection shall be subject to subsection (f) of this section.
