SEC. 412. GENERAL PROVISIONS. Section 451 of the Act is amended to read as follows: “SEC. 451. DISTRIBUTION OF ASSISTANCE. “(a) In General.— Subject to the provisions of subsection (b) and section 504, of the amounts available pursuant to section 3(e)(1) for any fiscal year for this title— “(1) 30 percent shall be available for part A, relating to research and development, of which 90 percent shall be available for section 404, relating to the National Center or Centers; “(2) 30 percent shall be available for part B, relating to demonstration programs; and “(3) 40 percent shall be available for part C, relating to vocational education and occupational information data systems, of which not less than— “(A) 22 percent of the total amount appropriated pursuant to the authority of section 3(e) shall be available to carry out section 422, relating to the National Occupational Information Coordinating Committee; “(B) 8 percent shall be available to carry out the provisions of section 421, relating to data systems; and “(C) 10 percent shall be available to carry out the provisions of section 402(c), relating to the National Network for Curriculum Coordination. “(b) Hold Harmless.— Notwithstanding the provisions of subsection (a), the amounts available to carry out the activities described in subsection (a)(1) and in subsections (a)(3)(A) and (a)(3)(C) shall be at least equal to the amounts made available for such activities in the fiscal year 1990.”.
