CAPITAL OUTLAY.

SEC. 5412. CAPITAL OUTLAY. Of any funds appropriated pursuant to section 5411, not more than $37,000,000 (which is authorized to remain available until expended) may be made available for the acquisition, construction, replacement and improvements of facilities, structures, and equipment required by the Commission.
