assistance for pakistan Sec. 574. (a) Section 620E(d) of the Foreign Assistance Act of 1961 is amended by striking out “April 1, 1991” and inserting in lieu thereof “April 1, 1992”. (b) Notwithstanding any other provision of law, none of the funds appropriated by this Act under the Headings “Economic Support Fund”, “Foreign Military Financing Program”, and “International Military Education and Training”, may be made available for Pakistan unless the President certifies, and so reports to the Congress, that— (1) the state of emergency in Pakistan did not interfere in the fair conduct of National Assembly elections; (2) the Government of Pakistan held timely, free, fair, and internationally monitored National Assembly elections, open to the full participation of all legal parties and all legal candidates of those parties; (3) the proceedings of the Special Courts established on August 8 and August 21, 1990, did not interfere with the conduct of free and fair elections; and (4) the process of convening the National Assembly is progressing without interference. (c) None of the funds appropriated in this Act shall be obligated or expended for Pakistan except as provided through the regular notification procedures of the Committees on Appropriations.
