Sec. 709. Except when ordered thereto in accordance with law, members of the National Guard of the United States and of the Air National Guard of the United States shall not be mi active duty in the service of the United States. When not on active duty in the service of the United States, they shall be administered, armed, uniformed, equipped, and trained in their status as members of the National Guard and Air National Guard of the several States, Territories, and the District of Columbia.
