SEC. 2504. CONTROL AND ERADICATION OF PLANT PESTS. Section 102(b) of the Department of Agriculture Organic Act of 1944 (7 U.S.C. 147a(b)) is amended— (1) by striking “all countries of the Western Hemisphere” and inserting “foreign countries”; and (2) by inserting “foreign or” before “international”.
