Whenever the Secretary determines that there is an excessive number of Reserve officers in an active status in any grade who have completed thirty years of service or twenty or more years of satisfactory Federal service for retirement purposes under title III of the Army and Air Force Vitalization and Retirement Equaliza- 68 Stat. 1164 tion Act of 1948 (62 Stat. 1087), he will convene a board to consider all nonunit officers of that grade who have completed such service and recommend for removal from an active status and transfer to the Retired Reserve or discharge a specified number thereof, and the Secretary, in his discretion, is authorized to transfer an officer so recommended to the Retired Reserve or, if the officer does not make application therefor or is not qualified, to discharge him.
