§ 1073. Right to vote in war-time presidential and congressional elections (a) Notwithstanding any State law relating to the registration of voters, in time of war each member of the armed forces on active duty who is absent from his domicile, and who but for his absence would be eligible to register and vote at any election under the law of the State where he is domiciled, is entitled to vote for electors for President and Vice President, United States Senators, and Representatives in Congress, as provided in this chapter. (b) In time of war no member of the armed forces on active duty may be required to pay a poll tax or other tax, or make any other payment, to a State or a political subdivision thereof as a condition of voting in an election for President and Vice President, electors for President and Vice President, United States Senators, or Representatives in Congress.
