§ 1074. Enactment of legislation relating to voting in other elections In addition to conferring the right in section 1073 of this title to vote in time of war, Congress recommends that the several States enact appropriate legislation to enable each of the persons in the following categories who is absent from his domicile to vote by absentee ballot in any primary, special, or general election held in time of war or peace in his election district or precinct, if he is eligible to vote in that election: (1) Members of the armed forces on active duty. (2) Members of the merchant marine of the United States. (3) Civilians officially attached to, and serving outside the United States with, the armed forces.
